Sir,
On behalf of the President of India, I invite you to
tender for the supply of Stores in accordance with the terms and conditions as
given in the enclosed Annexures ( I, II & III). DGS&D form 68-A
enclosed at Annexure-III with the tender documents may be completed and
submitted along with tender.
2. If you are in a position to quote for supply of the required
stores, complete the information called for as per the enclosed documents and
it should be submitted along with your quotation. TENDER DOCUMENTS superscribing the Tender Enquiry Number stated
above may be sent by post/deposited by hand (sealed cover) addressed to
ASSISTANT DIRECTOR (PURCHASE CELL ), CABINET SECRETARIAT, OFFICE OF SECRTARY
(SECURITY), NO.1, SAFDARJUNG LANE, NEW DELHI-110011 on or before the stipulated
date.

NOTE TO THE
TENDERING FIRMS:-
1. The Firm should
indicate the tender number and due date of tender opening and name of the
Stores on the top of the sealed/closed cover.
2. The technical
specifications/other terms & conditions and DGS&D form-68A are enclosed
at Annexure-II & Annexure-III respectively.
3. Tendering Firms
should be original Manufacturers or their Authorised Agents. The Offers from
others will not be considered. In case of Authorised Agents, authorisation
certificate from the Principal and a copy of Agent Agreement should be
furnished. In case of proprietary item, Proprietary Article Certificate may be
furnished by the Original Manufacturer.
4. Tendering Firms
must submit their offer in duplicate along with Literature/Documents.
5. Tendering Firms
must submit a compliance statement Vis-ŕ-vis Specification enclosed bringing
out clearly deviation from the required specification, if any.
6. Performance
Security:- Successful Tenderers may be called upon to submit Security Deposit
equivalent to 10% of the Order Value for due performance of the Contract
within 30 days from the date of receipt of Supply order in the form of
DD, FDRs on schedules commercial bank and Bank Guarantee. Performance Security
should remain valid for a period of sixty days beyond the date of completion of
all contractual obligations of the supplier including warranty obligations
7. Tenders should be submitted in two parts
namely; (1) Technical Bid and (2) Price
Bid. The technical and price
bids should be sealed in separate covers.
The price
bids will be opened only after technical evaluation of all the offers is done.
8. FOB Price of the Store, Freight and Insurance charges, Taxes, Service charges, Commission etc. should be indicated separately. The Indian Agents quoting on behalf of their principal should produce their foreign principals’ proforma invoice indicating commission, payable to the Indian Agent and the copy of Agency agreement signed by the Indian Agent with foreign principal.

9. The Custom Duty Exemption Certificate will be provided by the User for imported items. However, the Custom Duty may be indicated separately.
10. Payment will be
made 100% on delivery of Stores in full, good and satisfactory condition and
after successful installation wherever required after meeting all terms and
conditions given in Annexure-II. The payment to the foreign firms quoting
directly will be made through Letter of Credit.
11. Earnest Money: Firm should furnish Earnest
Money Deposit for Rs 3,200/- or in
equivalent Foreign Currency in
the form of Demand Draft /Banker’ Cheque, FDRs and Bank Guarantee from
any of the Scheduled Commercial
Bank in favour of
Director of Accounts, Cabinet Secretariat, Special Wing, R.K. Puram, New Delhi. Demand
Draft which should be valid at
least for 6 months from the date
of issue, Firms who are registered with Directorate General of Supplies and
Disposal/NSIC irrespective of the stores
for which they are registered, are exempted from payment of EMD. EMD should be kept in the Technical Bid . Registration of enlistment of Indian Agents
of Foreign Principals withDGS&D will not be considered as an approved supplier registered with the DGS&D for
the purpose of exemption from payment
of EMD.
12. The place of Arbitration proceedings, if
applicable, will be at Delhi (India).
13. Place of Delivery:- Technical Branch, Special Protection Group,
No.1 Safdarjung Lane, New Delhi
(India).
14. Delivery
Period: 10 Weeks from the date of issue of supply order.
15. Damages:
If the Contractor fails to deliver the Stores within the prescribed Deliver
Period , the Purchaser has the right to recover damage equivalent to 0.5% per
week or part thereof of the
contract value from the Contractor
subject to a ceiling of 10% of delayed supplies/services.
16. Attach
a list of Clients to whom the same store has been supplied in recent past.
17. Pre-delivery inspection will be carried out
at Technical Branch, SPG, No. 1,
Safdarjung Lane, New Delhi-110011.
18.
Warranty: Warranty will be for Five Years for total replacement against
manufacturing defects.
19. The Purchaser reserves the right to accept
partly or reject any offer or cancel the
proposal without assigning any reason.
SIGNATURE OF THE TENDERER.
TECHNICAL SPECIFICATIONS OF EXPLOSIVE DISPOSAL/ DISRUPTION SHIELD
The shield is used by the bomb technician for full body protection while handling a suspected object with a manipulator stick from a covered position.
a) Materials: The shield should be constructed of a multiple layer compression molded Kevlar composite laminate or similar materials. Ballistic visor be made of Lexan or similar materials.
b) Outer Cover: The outer add-on cover should be composed of Kevlar/equivalent enclosed in a tough nylon sleeve. Backed by the basic shield, it should have ballistic and fragment capture capabilities.
c) Ballistic Protection: V-50 rating as per NATO STANAG 2920 test
Specifications, should be;
Shield only: minimum 500-650 m/s;
Shield with cover: minimum 600- 750 m/s.
d) Overpressure
Protection: Should offer superior
protection against blast overpressure.
e) Impact Attenuation: Forehead and forearm impact attenuating ethafoam pads should be built into the inside surface of the shields. These should be designed to absorb shock from fragment/ bullet and pressure wave impacts.
f) Handles: The
shield should be with interchangeable handles (hand and forearm) to facilitate
left or right handed approaches, or a vertical mounted strap and foldaway
handle system.
g) Edge Shroud: The edge shroud should be made of flexible loose Kevlar allowing the otherwise hard shield edge to conform to odd-shaped vertical surfaces (walls etc.)
h) Legs: Should be
equipped with removable spring-loaded legs. In the stowed position, the legs
should hug the edge of the shield for easy storage and maneuverability. One
easy motion should release the support legs into the deployed position,
allowing the shield to be self-supporting.
i) Dimensions: Approximately 130 cm high
x 75 cm wide
j) Weights: Total weight of the shield with cover: Maximum 25 kg.
k) i) Advance Sample : Not Required
ii) Presentation/ Demonstration : Yes. Firm must be able to give
Presentation/ Demonstration within two
weeks notice. In the Presentation/
Demonstration, the firm must be able
to present the full functional capability of their product and answer all the queries
put to them to the satisfaction of the
purchaser.
iii) Certification : The indenting firm must furnish certificate of
Ballistic performance test conducted by
Internationally recognized authorities/
laboratories.
iv) Clientele : Must be furnished along with tech bids.
v) Pre Delivery Inspection :
Pre-delivery inspection will
be carried out at Technical Branch, SPG, No.1

l) Warranty/Guarantee : Guarantee for total replacement for 5 years against manufacturing defects.
